第十三条 拟设立国家级自然保护区的，由拟设立的自然保护区所在地省、自治区、直辖市人民政府或者国务院有关部门提出申请，由国务院林业草原主管部门会同有关部门组织评审后，提出审批建议，报国务院批准。
